A SOCIAL worker from Surrey County Council has been suspended for not reporting a colleague who slept with a 14-year-old girl.
Daniel Bester knew his friend Thomas Ritzer had slept with the teenager, but said nothing, despite both of them being social workers.
In November 2008, Ritzler was jailed for two years and four months in November 2008 after admitting two counts of sexual activity with a child, and was later struck off the social care register. The teenager he was involved with, was not in his care as a social worker.
On Thursday Mr Bester appeared before the General Social Care Council, where he was found guilty of misconduct. The hearing was told that he had become aware of the relationship in the summer of 2008 and that Mr Bester's friendship with Ritzler had clouded his judgement.
A report outlining the findings of the case said: "But for the fact of that relationship, he would probably have followed the correct procedures as he was duty-bound to do. The committee took into account the fact that, although he did ultimately co-operate fully with the authorities, he had not volunteered the information, but had done so only when challenged."
After the hearing in London, Mr Bester was suspended from social care work for one year.
The report added: "The committee was of the view that the registrant had failed fully to appreciate that the nature of the sexual relationship between his colleague and child K was not only inappropriate but also illegal. This behaviour amounted to serious misconduct and the registrant did not protect a child whom he knew to have been abused.
"The committee took into account the fact that the registrant's failure to disclose his knowledge of the abuse was a gross lapse of judgement but was nonetheless a single incident.
"The registrant's previous good record was taken into account, as was the fact that he himself had no responsibility for, or involvement in, the abuse of the child."
